Slow service on plates/license for car

Buying process fairly effortless but I have been waiting for my plates/license for the car over 2 weeks. Sent a mail to follow up,no reply,when asked again I recieved some feedback but not what I needed to hear. Leaving Western Cape Wednesday early and my plates and licenses for the car might be ready,how don't there know when plate and licenses for the car will be ready.
