Service delivery was not up to standard, as they promised I paid for services ,now they can't deliver

Service delivery was not up to standard, as they promised I paid for services ,now they can't deliver. Paid cash now I'm sitting with this problem. They made me do a good review while being there. Only to find out it's the exact opposite.
