Refund problems

everything was fine until after sales, when i was promised refund within 5 business days i am still waiting for this more than a month later, the webuycars where i bought from has helped and told me they submitted it and i check with them on the weekly but it doesnt seem like they are able to escalate this problem to headoffice. When i call customer care they tell me i must talk to the sales guy. So no way of asking headoffice what is happening with my refund
