Refund of licencing the motor vehicle

I have been struggling to get the documents of the vehicle since June. After receiving the documents, I was still expected to licence the vehicle from my own pockets with the hope that I will receive a full refund of the money I used and the money I was charged for Admin on the OTP, only to receive not even half the money charged for Admin.
