Promises and no delivery

My husband bought a Smart Car from them 3 weeks ago. After paying in cash and signing all the paper work, he was informed that the registration papers for the vehicle has to be sourced. This means that they released the vehicle to be driven *******ly on the road as the licence had also expired. Three weeks later, a dozen excuses later, refusal to pick up our calls and still no papers which means we cannot use the car. Make sure they have all the documents before you buy a vehicle from them.
