MV REGISTRATION REAP OFF

I bought a car for cash in August 2020. There was an additional R1500 which I had to pay and when I asked what that additional amount was for? I was told that it was for the vehicle papers. On the 6th of August I received an email advising that the vehicle registration documents were ready for collection.

To cut the long story short. My disk expired so on Saturday (19/12/2020) I went to renew the disk and after spending full 2 hrs in a queue, I was told that the vehicle is still registered under We Buy Cars, I cant get the disk. Upon calling Midstream, Marelize told me that I must go do change of ownership myself at the licencing Department of which I asked why was this not explained to me upon delivery of the vehicle by Alex Radeli and what was the R1500 for if the car is still under We Buy cars name? Was I paying for change of ownership from the previous owner to We buy cars? If so this is a total reap off and If I go do the change of ownership myself who is going to incur the cost not forgetting the penalties as the disk is expired?
