License disc

I recently just bought a vehicle on we buy cars the disc of the vehicle is expiring at the end of this month (August 31st) the sale rep told me that I will get the new disc since I have paid R2100 "paperwork fees" I got a call from them yesterday to say my papers are ready when I got there, they only gave me the change of ownership only no license disc that I was promised when I asked they told me the system has changed if you buy a vehicle cash they do not renew the disc for you and this was never said to me. When I ask what is the R2100 for? no answers from them this is we buy cars East London branch their service is pathetic and so unprofessional.

Also they sold me an empty car with no petrol I only had 10km to travel then I had to refill the car. What kind of service is that?
