Jon refundable Deposit vs financing a vehicle

As per the website a vehicle can be moved between branches within the same province at no cost. I saw a vehicle at the dome branch which I wanted transported to Midstream as my boyfriend is in wheelchair and it is difficult getting to the Dome. I spoke to several people who were not helpful at all and informed via WhatsApp that they will do it for a non refundable deposit of R8500 and telephonically by another person that I need to get finance on this vehicle which I have not even seen before they will assist me. If this is the service a potential customer gets, what after sales service will I receive?
