Do not finalize a transaction when buying a car

I bought a vehicle from Webuycars on 16 Oct 2021. They did give me a notice that it will take them 30 days to remove the car from their name before I can register it on mine. It is now almost two months later and I am still waiting. I phoned their call center twice. Both times they only send an email to the PE office to contact me. Nobody ever responded. I phoned the consultant that sold the vehicle to me, several times on her cellphone but she did not answer once. Although she always took my calls when she wanted me to buy the car. My mom phoned her from another number on the 3rd of December and she immediately answered and said she would let her know what is going on. Up to today no feedback yet. I bought the car cash and did not finance it through webuycars. Is that why they do not attend to this or is it just poor customer services.
