BAD CUSTOMER CARE

today i bought a kitty carb for Golf 1 which costs R250 in Kliptown GW Gold Wagen and could not use it or open it then decided to bring it back to the shop but when i was there I was told that they will charge 10% for returning it hence this is not fair according to consumer act, please assist me including other consumers regarding this issue.
