Fiber installation

I app**** through web Africa and vumatel i already made a payment but the problem is people from vumatel won't install fiber because I'm a tenant and now I'm going from pillar to post, please assist me with this issue because i have to spend more money on data yet I payed.I called both companies several times but they not assisting me.they wanted a consent form from my land lady that states that I'm a tenant and I gave them but still didn't get help
