Payment made no service

I app**** several times for Fibre was always a story because of previous tenants that had Fibre and did not cancel the service. I am the owner of the property living there now I app**** for a second line. I made the payment last month already gone is my money still haven't got the Fibre installed. I just want my money back then because there was no communication after payment was made
