Voxtelecom bad email service

I have been first with Absamail then took over by Atlantic. Atlantic was taken over by Voxtelecom all of a sudden they decided to change that you cannot sent more than 10 mails a minute but every consultant have a different opinion. If you go over the requirement they just block your out going mail server, without any communication. I just want to know can they do that can legal action be taken because our consumer does not respond
