Underhanded and sneaky
I had a fibre contract with vox for many years, even in the days before fibre. I was told that the hardware remains mine after 2 years. On termination of my contract to go to a more affordable service provider I was told this again. What they don't tell you is that they block the hardware so that you can't use it anyway.

Responsibility for the IP configuration of the Service Configuration lies with Vox.
8.6. Ownership of the Equipment vests in the Vox. Equipment is not subject to a rentto-own contract

The router is not blocked , The support team explained how to reset the router and configure the new PPPOE details with the new ISP accordingly.
The new ISP should also provide you with a new router.
