Service Not Rendered, But being billed for the second Month

I am saddened by the fact that a service I ordered, was incorrectly scoped and still has not been delivered after 2+ months.

Yet I am being billed for the second time, in addition, I am going to be billed almost 25k for cancellation, although they have still not provided me with the service. I feel like this is against the Consumer Protection Act.

They took so long to supply the service, I got another company to supply me with phones and they finished in 6 days. That company did such a great job.
