Poor line speed

I have been struggling to get them to fix my line speed as I am running not even half of the speed that I should. Each time they tell me that it has been fix, which is not the case. I really feel that it is their way to force customers to upgrade their line speed. I find it completely unacceptable that they are not able to fix the problem.
