Not honoring your specials

So vox offered a black Friday special that I app**** for but up until now I've been pushed from pillar to post, it's almost as if th3y don't want to honor this deal! They asked to fill out the application (done ) they asked for proof of address (done ) they asked for clear photo of ID (done )... now here's the excuses copy not clear so now it has to be certified. I stood for how long in the que at the police station to get this certified... original sent now they say they need to see the officials name and surname .... I mean really what's next turning water into wine ? And to put a cherry on the cake I already have a email account with them . This is just a way not to honor the special
