What is the car warranty for?

Hi I need advice or assistance. My car is less than 2years old and still under warranty, it could not start and sent it back to vw and they could not find the fault. They than sent a report seeking advice to Germany so they say. And the response is they won't fix it under warranty since my car has a scratch on the fender and it was dent on the back seat right door and fixed. My problem is the issue has to do with electronics of the car and why is the car not starting. Please assist
