VWSA passes buck to dealerships - no help

My car is erratically displaying a problematic sympton which occurs for 2 to 3 days and then disappears for months. It is a serious safety issue. I tried getting my car booked in to a delaership, but they are not willing to assist me with a courtesy car because the problem may take months to recur, and they can only diagnose the problem when it occurs. During this time I will have their courtesy car and my car will be occupying space in their workshop without generating any income. I can understand their reluctance to lend me a courtesy car. I cannot afford to hire a car for two to three months.
I escalated the matter to VWSA Customer Centre in August this year. Kerry and Marco have dealt with my calls and indicated that they have arranged with dealerships (Westgate and Constatia Kloof) to contact me as soon as they have a courtesy car available. I have had no response since then, even though I have escalated to VWSA a few times. I was told today by Marco that VWSA cannot provide me with a courtesy car and that they cannot influence a dealership to assist me.
I am stuck - My problem cannot be resolved because VW will not assist with a courtesy and I cannot afford one.
