VW Vivo GT Airbags not deployed after an accident

On Mothers day, my son had an accident with his 2012 Polo Vivo GT, and both the airbags failed to deploy. (Swerved out for a Kudu and collided with a tree in front) I immediately contacted VWSA Head Office in PE and gave all the information needed. It is nearly 2 months that VWSA delay the process, and give very poor excuses why the investigation is not concluded. This is very alarming for me, as I really care for my Son and fellow Citizens of SA, driving VW's.??? It seems like VWSA do not take this incident serious, as this can result in a persons death on our road. ( when airbag do not deploy) Must somebody loose their life before any action will be taken???? I am very disappointed in VWSA not to solve this issue within a month.
