VW rips of my money and never paid me back

One of your sales managers took R2500 from as he said thats the amount i needed to pay to go from vivo to TSI. Paid the money 4 to 5 months ago and i have been promised to get the car everyday for those 4 months. So in beginning of December i requested that i get a refund as this is going nowhere, till this day i still havent got my money and my calls are being avoided by him. Also i dont know who to escalate the matter to. But all in all im very disappointed.
