VW cars rust after a year

Bought brand new Tiguan 17 months ago. Don't live close to the ocean, car in garage every night. Got surface rust on ALL FOUR discs of my wheels. VW refuse to replace eventhough car still under warranty. Rust was spotted after only 14 months. Beware of buying VW. Its a rust bucket.
