VW brake disk replacement on new vehicle

I bought a brand new 2021 VW T-Cross. This vehicle is now 16 months old and has 16500km on the clock. I took the vehicle to VW East Rand Mall as my wife experienced brake shudder while travelling on the free way. VW states it is normal wear and tear. I think they are dishonest as the brake pads do not even need to be replaced. If there was excessive braking then the pads would also have to be replaced. Volkswagen SA is expecting me to purchase a motor plan so that they can replace the brake disks. VW this is really pathetic. Never again will I buy VW.
