Spares on Volkswagen

I have a 2011 Amarok bakkie. Wanted to order a left rear mudflap. But was told tbat I have to buy a set ********** Why must I buy left and right hand if I only want the left hand mudflap? What must I do with the other? To pay R751 and have an extra mudflap which I do not need is ridiculous!!!! They are *********** the public! If I go to a tyre shop and I only need one tyre, they give me one tyre!!!!
