Service Special Ripoff

So VW SA is running a special with their Engine Services, it is reflected on their website. I've called 3 dealers in my vicinity and non of them are partaking in these specials. They say that each dealer is independently owned, true, so who really is taking part in the special? They themselves dont know. VW customers are being mislead into thinking it's all dealers, but now it's only the major cities. Do only people in major cities drive VW's? Lost my interest in VW.
