promises not kept

The reason for my email today that I have bought a car from a guy named Vincent , the rims on the car was bent I have the report of which the rims were getting balanced , there’s no spare key which came with the car, Vincent said he was going to get it for me, up to date I have no success , I’ve called vw south Africa to assist the manager named Francois Branders . couldn’t assist me in this matter, I mean I was promised to get the rims repaired and the key made but still no success and again on my contract I’ve been charged 20k on the bent rims , when I send Vincent an email he replies aggressively to me with no help , I mean he pushed and sold the car tome after that, I got no satisfactory from any one , so vw south Africa a case manager has provided me with your email and contact number for this matter to be resolved .
