Payment made, car not fixed

I booked in my car on the 21-12-2015 at VW Soweto because my car has issues starting. I received a quotation that required me to fix the fuel pump. Before I accepted the quotation I visited VW and explained what was wrong with the car and asked Khensani why the fuel pump needed to be fixed. She insisted that if they fix the fuel pump it should resolve the issue of the car failing to start. I accepted the quotation, they replaced the fuel pump, a week later they call me to inform me that the car isn't starting and that I need to replace the starter. I go to VW again to query this because the starter was never diagnosed nor was it added to the quotation, yet they want me to fix the starter? We spoke to the manager who offered to give us a discount for the inconvenience caused. We accepted the second quotation and a new starter was fitted. A week after getting my car back, the car refuses to start again...same problem! I've been sending emails and calling VW since Friday till today and I get the same story about how they will send a tow truck to come and collect my car. I just want my car fixed, if not, I want a full refund. Please could somebody assist me.
