Brake Shutter VW Polo

My car is a VW Polo 1.4 comfortline, 2012 model. Brake disks was replaced in 2013 when the car had 30 000km on the clock. According to the VW dealers, a recall was launched on these cars, since the original brake pads and disks had a defect on. After the disks was replaced, the shutter came back after almost 8000km. According to the dealer, the disks can't be replaced under warranty again, so I had to fork out the money, and it seems that I need to replace the disks every 10 000km's. The most shocking part is that VW are not responding. Anyone out there experiencing the same problem? Maybe we should work out a plan as to how we can keep VW responsible to their defects?
