Brake pads

I bought my brand new TCross car last year September and its on 21800km but already i am told brake pads are finished. Considering that i don't drive the car alot, and its not the 1st time i am using VW now already brake pads are finished. I am not a happy client now. Its too soon that i should be paying for this. I would like this to be looked at
