Being charged for radio code retrieval

My vehicle had a battery disconnect and the radio requires a code, I went the the vehicle manual and the code is not written anywhere, I called the VW dealership where I bought the car and I’m told I need to pay for the code retrieval. When I ask why am I being charged for the code retrieval when I didn’t have the option to set it up myself the dealership employees are unable to explain.
