2013 VW Polo brakes issue

Took car in for shudder on brakes to George branch and was told its normal wear but car only got 23000km on clock which means I will have to replace disk brakes every 18 months its totally unacceptable!!!I.have and had other vehicles and never had to replace brakes every 18 months its madness and see its a common complaint if I look at online complaints.I understand maintenance but really not disc brakes on 23000km!!!
