Worst possible service

I ordered FTTH on 1 March 2018. It is now 9 April 2018 and I still have no Fibre connection. I have had to call to follow up and they thought I wanted insurance, even though the service order letter states I ordered fibre. The consultant logged it as insurance on my cellphone, which I do NOT want. After many calls and frustration, Vodacom told me they will see me before 1PM for the Fibre installation today, on 9 April. I had to arrange for people to be at my house and wait. This has now passed and no Vodacom. When I called, I got told, maybe they are still coming - maybe they will call, they are busy. How must one arrange for these people to come into a house if they don't stick to appointments and pitch when people are arranged to be there as per the said arrangements. How can Vodacom claim FTTH installations take 3 weeks maximum on their website but it is now almost 6 weeks later. Any suggestions for better fibre service so I can cancel this if it is not installed by close of business today?
