worst FTTH backbone installer

About 15 months ago the complex I lived in approved an agreement with Vodacom for the installation of a FTTH backbone, the installation has been completed but not been marked as active, and when I phone the Vodacom Project manager I get promises of feedback but nothing ever happens.
