Who will assist game store Westwood or vodacom

Hi guys my brother signed up at game store Westwood mall for a contract with Vodacom after many faults with the cellphone before 7 day period back and forth exchanges an assessment he landed up with recycled number that belongs to another customer who creditors are chasing, my brother in law can not link his number to anything. Game refuses to assist claims it's Vodacom problem and Vodacom claims it's game issue..... CAN HE BE ASSISTED IF SO HOW?
