Voucher not delivered

I upgraded my phone online on the 14th November 2017. The package was advertised to include a R10,000.00 Top Dog Educational voucher and a R5000 Flight Centre voucher. Upon delivery I only received the Top Dog voucher.

I phoned Vodacom the following day and they were so helpful and said they will deliver the voucher to me in 12 working days. I waited 15 working days because I know how things are, yet no voucher was delivered. I phoned Vodacom again and was passed around 5 different departments. For each department I would have to wait at least 5 minutes and repeat my story. Eventually someone gave me a reference number and said within 7 working days they will deliver the voucher. I again waited 10 working days because I know how things are. No voucher was delivered.

My third attempt was on the 27th December 2017, with the same process of being passed around different departments. A woman then told me I must phone Flight Centre and enquire which I knew was just an attempt to pass the buck. I asked to speak to her supervisor who very rudely attempted the same stunt. I then asked to speak to a manager and was passed over to Tertius Fitzgerald who did his best to explain the situation but to no avail and said he would enquire higher up via email and BCC me in the email. He said I should wait 24 hours to be contacted by someone.

On the 5th of January 2018, I emailed Tertius asking what the progress is and that no one has contacted me. He said "Please note that I have done a follow up with our online’s department regards to the flight Centre voucher, I have requested their urgent response".

Apparently urgency means something different at Vodacom. It has been nearly 2 months and I am no closer getting the voucher.
