Vodacom's bad service.

The mentioned number I had as a contract number and after canceling the contract I used it as a pay as you go. I needed the puk number for the number in question and was told by your call centre that my number has been recycled. Who gave Vodacom that right and what happened to the rand value that was on my number?????
