vodacom wifi fai***** backup unavailable

as a vodacoma fibre subscriber and a vodacom cellphone network subscribee, i fail to grasp why when fibre is offline, why can the wifi router connect to tower and provide fai***** wifi data? 2,days no fibre yet tower is available to switchover? poor thinkin on service provider
