Vodacom what a lot of empty promises

How can Vodacom just lengthen my phone contract and migrate it to a higher level account when I told them NO, increase in contract length or account payment, they sent me a migration document that was not signed and not returned, but still they do it, then when I question it, the 1st email back says, it has been reversed, only to see month end with same deduction. And now they say I told them to migrate contract, I still have the unsigned document, so who is bull****ting who
