VODACOM UPGRADE DECLINED

Firstly I want to say that i am under Dept Review for the last couple years and my Vodacom Service was never part of the Dept Restructuring agreement, i was able to upgrade or open new lines from Vodacom without any problems, i recently upgraded a line in December 2019 and now that i have another line that is due for an upgrade i am getting told by Vodacom " I AM UNDER DEPT REVIEW AND DO NOT QUALIFY FOR ANY UPGRADES OR NEW LINES". Why was i then in previous years able to upgrade or ad new lines? and like i said my Vodacom Service is not part of my Dept Restructuring and was never included in the agreement with my Dept Counselling. I am a loyal Vodacom customer for the last ±18 years and i never had any issues or problems with Vodacom till now!!! :-( :-(
