Vodacom Upgrade

I have been with Vodacom for over 20 years. Due to unforeseen circumstances, I had to enter debt review. Despite this, my contracts were excluded from the review process. I am eligible for upgrades, yet I am unable to proceed even though my debt counselor provided a letter allowing for a budget allocation of R1000. There is a deal within my budget at R879, but because I am under debt review, I am only allowed to upgrade to a plan costing R1600. This doesn't make sense to me. If my budget allows for R1000 during debt review, why would they only offer a plan with much higher installments due to perceived risk? What is the point of having these contracts while I am under debt review if I am unable to upgrade? As a customer for more than two decades, I am really disappointed that no provision can be made to assist me.
