Vodacom - tacitly supporting cellphone theft

Two of my Vodacom network cellphones were ******. I went to the Vodacom store to have them blocked. As number 10 in line, I was constantly bugged by a salesperson to try and sell me replacement devices, not the least concerned about my ****** devices with all my personal data on it. I decided to leave and try the online blacklisting. First, I was confronted by a bug named Tobi who was only interested in blocking the number and did not have the ability to blacklist the ****** devices. Thereafter I tried the Vodacom Messenger service where someone offered to block the devices. Having supp**** my names, ID, address, phone numbers, IMEI numbers, last recharging amounts and more, I was advised to "visit one of our outlets" to blacklist the devices. This made me think; is the *****, who is still using my devices and calling my clients all time of day and night, also required to supply these details before being allowed on the network? Obviously not. There's only one conclusion - Vodacom is tacitly supporting cellphone ******* to boost their user numbers.
