Vodacom Sim Swap Nightmare

Good day. How does Vodacom handle their Sim Swap verification? My wifes phone was hacked last night as someone did a sim swap at 09:46 according to the call centre. Then they downloaded whatsapp and started asking our family members money. Now we are sitting with a huge bill of people we need to pay back. Worse of all, we can block the whatsapp until we do a sim swap again in 24 hours while this person is still asking for money. Many have called to say they arw getting suspicious messages but others thought it was my wife. What type of service is this from Vodacom that someone can so a sim swap without proper verification?
