Vodacom service is poor

Vodacom service is very poor🥺🥺I'm expecting a refund, but they told me it's not possible because the manager who approves or sign off payments is on leave. Is it really feasible for a large company like Vodacom to have such a limited approval process? I'm highly disappointed 😥
