Vodacom robbing us on the streets

On the 22nd Sept! myself and my friend were approached by people working for Vodacom promoting a special that they had said was valid for the 22nd only. On the 23rd we saw them again just next to the Vodacom shop selling the same simcards, the promotion was that you but the starterpack with R29 and once you activate the simcard you dial *130*888*777#call, I tried to rica my simcard but it failed as they gave it to me un rica'd. The rica process keep failing. Why are we being ****** like this! Vodacom must pay my money back because what are these simcards still doing on the street if they cannot be rica'd in the first place?
