Vodacom prepaid card cancelled with a positive balance and number recycled

Hi, I have an emergency SIM that I keep with a positive balance to use if I my cellphone gets ******. The card ha a positive balance of approximately R200. Vodacom, according to ICASA ruling, are obliged to delete the number and any audit history on the phone number. The number is then returned to ICASA and is recycled. What happens to my positive balance. Is it given to ICASA? No, it is ****** from me. My number was cancelled on the 2nd November and all Vodacom can tell me is to phone ICASA. This is poor service and THEFT!
