Vodacom network woes

Why is it that nobody at Vodacom can explain why the data speed in Queenstown (Eastern Cape) and surrounding areas is so bad? I have reported the problem on numerous occasions to the customer care line with no resolution. Vodacom advetisees their 4G network speeds of up to 86.37 Mbps and and average of 40.15 Mbps. I have again tested my 4G speed using the my broadband speed test app. The results are as follows:

Ping: 525 ms Download: 0.10 Mbps (a whopping 0.25% of average speed!!!!) Upload: 0.01 Mbps

I will not renewing my Vodacom RED contact at end of the contract period if things don't significantly improve.
