Vodacom ****my resellers

I have received two calls from a vodacom reseller/partner. The first call was totally unprofessional. (Agent greeted "hello" "How are you" and only then introduced themselves. The caller works for Elite mobile and wants to speak to my wife. I requested to be placed on their do not contact list through a hello peter complaint and got confirmation from them that it was in fact done. Yesterday (after my wife upgraded her contract) I got another call from Elite mobile (note that I was supposed to have been placed on a do not contact list). At which point are they breaking the law by keeping on harassing me after I requested never to be called again by them? Does Vodacom support action like this? How does Vodacom do business with resellers like this?
