Vodacom insurance attempting to maintain a squeaky Image, without doing the actual work

I have complained about Vodacom insurance relationship with Ca Cellular; who replaces phone with "recycled junk" passing it off as new. Off course Vodacom responded, however my issue is NOTHING has been done to-date. I still do not have the phone. My disclaimer id Vodcom`s attempt to maintain a squeaky clean image to the public, where else they do not really solve or address the issues.
