Vodacom fiber installation departments

I'm not happy about vodacom fiber installation departments cause they've been promising to install fiber for me since 27 Jan 2021. I've been doing follow ups with vodacom still waiting even now and the challenge is vodacom locked the network for other ISP's meaning I can't choose other ISP's. Why is icasa allowing ISP's to lock their network because I don't have the liberty to choose what I can afford I'm only stuck with vodacom only and they still don't want install for me.
