Vodacom depriving customers of Fibre speed increases

In Fairview Port Elizabeth (Gqeberha) residents only have Frogfoot Fibre. As Frogfoot does not provide ISP services in this area, residents have to find 3rd party vendors to provide Fibre Internet services.
As a (2 decade) Vodacom customer I chose Vodacom to provide my Fibre Internet services.
However I see that Vodacom has (without excuse or justification) withheld the (free) speed increase (provided by Frogfoot) to it's OWN CUSTOMERS!
I sent an email to Christine at Frogfoot on 26th April querying this and was advised that "Frogfoot is an infrastructure provider and does not provide a service, only for service providers."
My previous complaint in this regard went unanswered by Vodacom even though they (auto responded that a customer representative from Vodacom would contact me)
I regard this as theft.
All Frogfoot customers are entitled to the speed increase (which translates to a cost saving) but Vodacom is denying it's own customers the benefits of this speed increase.
I hereby demand that Vodacom explain itself.
